The Satta Coast in Suruga Province (Suruga Satta kaijo), from the series Thirty-Six Views of Mount Fuji (Fuji sanjurokkei)

In 1655 the Satta Pass was constructed to help pilgrims and travelers of the Tokaido navigate the treacherous coastline, shown here on the left. The crashing waves are a direct reference to Hokusai's composition in his book One Hundred Views of Mount Fuji, particularly when paired with the small flock of plovers that fly out of the wave, almost as if they too were droplets of water separating out from the central body of the wave.
