Dealt a lethal strike to the heart, the German imperial eagle here functions jointly with text to inspire French morale against both the German war effort and tuberculosis. In 1916, the French army sent home nearly 86,000 men believed to be afflicted with the disease, and with troops packed into damp trenches, public health officials believed an epidemic to be likely. To stave off infection in France (and to limit the potential contagion of American troops), the Rockefeller Foundation, in cooperation with the American Red Cross, established a Commission for the Prevention of Tuberculosis in France in 1917.
